INLAND WETLANDS COMMISSION
MINUTES
Regular Meeting of April 27, 2011 at 7:30 pm
Council Chambers, Municipal Center, 3 Primrose Street, Newtown, CT

Commissioners Present:  Curran, Kotch, Peters, and Pieragostini
Staff Present:  Rob Sibley, Deputy Director of Planning and Land Use and Tammy Hazen, Clerk

Commissioner Peters convened the meeting at 7:34 pm.

PENDING APPLICATIONS

IW #11-13  31 Swamp Road, Todd Bolmer.  Application for the removal of a violation. Application to restore a wetland and upland review area.

John Mack from Stuart Somers explained planting plans that were submitted, as well as an alternative plan.  He said the alternative plan is impractical.  The planting plan includes 14 White Pines to be planted as a delineation.  Commissioners Curran and Peters asked about other alternatives for the driveway.  Mr. Mack explained the slope is too steep and would require filling.  The commissioners and Mr. Sibley discussed timelines in regards to the violation being corrected.  After discussion,

Commissioner Pieragostini motioned to approve the application with standard conditions, A, B, C, D, E, and
  • The approved plans are “Site Plan 31 Swamp Road, Prepared for Todd Bolmer”, Newtown, CT, dated 4/27/2011, Scale 1” = 30’.
  • Quarterly reports on forms provided on the Town of Newtown website or available in the Land Use office will be submitted to the Commission until the project is complete.  
  • The permit is reduced from five years to two years, until April 27, 2013.
  • The mitigation work is to be completed within six months, by October 27, 2011.
  • The applicant must assure that the 14 White Pine trees survive and thrive through two growing seasons.
Motion seconded by Commissioner Kotch.  Motion carried unanimously.

IW #11-20  31 16 Still Hill Road, Jason Petrelli.  Application for a garage.

Jason Petrelli was present and reviewed his plan.  The commissioners will walk the site.

IW #11-21  25 Sherman Street, Michael & Pamela Davis.  Application for a garage.

Item tabled.

OTHER BUSINESS

Tech Park Conservation Easement – Commissioner Peters discussed the responses she received on the letter to EDC requesting a submission of the written conservation restrictions for the Tech Park.  George Benson is working with Elizabeth Stocker on the language.  Wes Thompson from the EDC said they are committed to completing this task.

Approval of Minutes - Commissioner Pieragostini motioned to approve the minutes of April 13, 2011.  Motion seconded by Commissioner Kotch.  The minutes were approved as written.

Commissioner Pieragostini motioned to adjourn the meeting at 8:15 pm.  The motion was seconded by Commissioner Salling.  The motion was approved unanimously.
